If you train those institutions called academies for 12 weeks and call them police (in sensible communities they are trained for a minimum of 18 months to 3 years), then you need SWAT for domestic conflict, where .... ... your cities by 2020 they look like Fallujah and the police look like workers, and then you have a problem. and I did not say that instead of the police providing first aid he was busy handcuffing, Really?
